Bill Carter is a signature member of the American Watercolor Society and the National Watercolor Society. He is the recipient of many regional and national awards, including the 1996 Paul Remey Memorial Award of the American Watercolor Society.

An Alabama native, Carter's formal training was in commercial art at the Gulf States School of Commercial Art in Birmingham. He worked as an advertising agency illustrator and art director before developing his career in the fine arts field as a watercolorist.

Working exclusively in transparent watercolor since 1989, his paintings reflect his years of experience in commercial art - his draftsmanship, sense of contemporary design, and the ability to handle figures as the central theme of his work.

Carter paints full-time in his home studio located in Midland City, Alabama, a small rural community located just outside Dothan, Alabama.
